It spins the starter but doesn't engage. I replaced the starter and solenoid with a new Ultima 1.4 starter and nothing changed. I replaced the starter relay and nothing changed. Where do I go next?

Welcome from Central California. Usally that’s caused by a bad starter clutch. How old is that starter. Did you make sure all your connections are tight? How old is your battery?

New Battery, New starter and solenoid, new relay. Think it could be a short?

No, it’s not a short. The battery is sending juice to the solenoid. The solenoid is working by sending juice to the starter. What I would do is remove the primary cover and test the starter pinion shaft by turning it with my hand or a tool and if it spins in both directions then the clutch in the starter is bad. Or maybe you have teeth missing off the ring gear on the clutch hub. I had that happen to me once.
